Refine authorization roles - office evaluations and liquidity planning

It is currently not possible to differentiate between office evaluations and liquidity planning who can access which evaluations/drilldowns. What is required is the ability to grant access to liquidity planning and office evaluations, but to block those drill-downs and evaluations that allow access to or draw detailed conclusions about the individual values of salaries.

The controllers in the offices must be involved in the evaluations because, for example, they must be able to read out the completed services. But it was not clear to us that knowledge of all salaries necessarily depends on this and it would be good if we could separate them.
It has always been the case that you can also get an insight into salaries by clicking on the “Evaluations, Liquidity Planning, Office Expenses” check mark. That was no problem for pilot customers back then.
But you're probably right that we're between
- Evaluations without salary insights: e.g. partial benefits and
- Evaluations with salary insights: Overhead cost analysis should differentiate down to employee level.

In conversation with Sandra just now, we came up with the following idea, which would enable us to implement it quickly. We are introducing a new authorization type “use office evaluations without drilling down.” This would then allow access to all tabs under Office->Evaluations - but not our so-called “drill down” on the values. This would prevent confidential information from being revealed via the drill-down.
