In project list: internal comment per project

One internal comment per project is required, which the project managers cannot see. This comment should also be visible and editable in the project list.

See/change would have to be linked to a new flag for the authorization role.

We also need that, especially for comments on controlling/billing. “Billing comment” from the overview would be a candidate, for example, but he is not available in the list.
