Maintain comment in payment schedule when time period is adjusted

Currently, the comment in the payment plan is automatically deleted as soon as the periods are adjusted. As a result, the original comment is lost, which is problematic when important information was included.
Suggestion for improvement:
- The comment should be retained even after the time periods have been adjusted.
- If there are differences in content as a result of the change in time periods, a notice (such as an exclamation point or a message) could indicate that the comment may no longer be up to date.
